A training seminar sponsored by the Indiana Association of Building Officials, Inc. a chapter of the International Code Council, Inc.


Date: Thursday, August 19, 2021

  • Registration will begin at 8:30 a.m.
  • Class will start at 9:00 a.m.
  • There will be 1-hour allotted for lunch (lunch will not be provided)
  • Class will conclude at 4:00 p.m.

The class is limited to 75 registrants.  No registrations will be accepted after August 15, and no walk-ins will be accepted the day of the class.

*IABO has applied for funding through the Statewide Fire and Building Safety Education Fund (675 IAC 12-11).  Please DO NOT pay in advance as an invoice will be sent following the class.


This course consists of six contact hours and earns 0.6 ICC PPN CEU's. 


Course Description:

The General Administrative Rules, better known as the GAR, are an essential function of the day-to-day activities for all Building and/or Fire Officials. This seminar will provide an in-depth examination of the following rules within the GAR:

  • Rule 4 - Development and Application of Rules
  • Rule 5 - Variances  **New rule effective July 1, 2021**
  • Rule 6 - Design Releases
  • Rule 10 - Building Regulations of State Agencies and Political Subdivisions
  • Rule 13 - Conversion of Existing Buildings

Additionally, this seminar will provide class participants with an understanding of how the rules apply to Change of Occupancy, Maintenance of Existing Buildings, and Additions/Renovations. Upon completion of the seminar, participants will be able to advise when plans need to be filed with the State, understand what constitutes an "official interpretation", know the requirements for local building code and fire prevention ordinances, and identify when a local ordinance is in "conflict with the rules of the Commission."

Participants are highly encouraged to bring a current copy of the General Administrative Rules, highlighters, Post-its, etc. If participants do not have a current copy of the GAR, one may be downloaded at the following link:

Instructor:  Shelly Wakefield, C.B.O.

Shelly has over 40 years of experience as a building and fire inspector, plan reviewer, and administrator of the various "Rules" of the Fire Prevention and Building Safety Commission. Shelly developed a passion for the General Administrative Rules while serving at the local government level, and that same passion continues in her current position.

Shelly has always  found the GAR to be a valuable tool, where she can provide vital information to local building owners, building/fire officials, contractors and design professionals to facilitate the continued progress of construction in a positive manner. Shelly's passion for code education began while at the local level, and stems from key important people who took the time to share their code knowledge. One of those key individuals was Herman Darlage, for whom the IABO Scholarship is named. Shelly views the sharing of code knowledge as a "pay it forward" to say thank you to those who took the time to share their knowledge with her.

Shelly retired from the Indiana Department of Homeland Security in May of 2013, and joined the firm of Jacobi, Toombs and Lanz, Inc., Consulting Engineers and Land Surveyors, where she is currently a Project Manager/Senior Plan Reviewer. In her current role, Shelly performs building and fire code plan reviews and consulting for several local building departments as well as planning and zoning consulting to local planning departments.

During Shelly's 20-year tenure with the State of Indiana, she served in numerous roles including Director of Fire and Building Code Enforcement, Director of Building Code Enforcement, Acting State Building Commissioner, Acting Director Plan Review and Manager of Rule (Code) Adoption.

Shelly is a two-time Past President of IABO (2004-2005 and 1996-1997) and has served on almost all of IABO's committees.

Registration Deadline:

The registration deadline is August 15, 2021 at 11:59 pm.  No registrations will be received after August 15 and no walk-ins will be allowed the day of the training.

After registration is successfully submitted a confirmation email will be sent to the email address entered during registration.


Cancellation Policy:
All cancellations must be received in writing no later than August 15, 2021 to avoid penalty.  All late cancellations and no shows will be billed $50.  Faxed cancellations must be verified they were received.  It is the responsibility of the registrant to make the verification.  Emergencies will be dealt with on an individual basis.


Attendance Notice Regarding Certificates/Funding: 

Indiana Association of Building Officials is committed to complying with the requirements of the Division of Fire and Building Safety, as they administer the education fund.

As Indiana Association of Building Officials submits the request for funding on behalf of the membership, IABO will not submit an attendee’s name who does NOT attend the entire class; failure to attend the entire class renders that attendee ineligible for funding.
