Essential Tools for the Code Official

A training seminar sponsored by the Indiana Association of Building Officials, Inc. a chapter of the International Code Council, Inc.


Date: Wednesday, November 15, 2023

  • Registration will begin at 8:30 a.m.
  • Class will start at 9:00 a.m.
  • There will be 1-hour allotted for lunch (lunch will not be provided)
  • Class will conclude at 4:00 p.m.

Location:  Zionsville Town Hall, 1100 W. Oak St., Zionsville, IN 46077

Parking:  Attendees SHOULD NOT park at Zionsville Town Hall Parking has been coordinated at Kroger and Zionsville Christian Church.  The registration confirmation email will include the map showing where parking is available and how to get to the Town Hall via sidewalks/trails.

Course Description:

Essential Tools for the Code Official includes an update on recent changes to the Indiana Code (Law) regarding the reorganization of the Fire Prevention and Building Safety Commission, future adoption of “Building Codes” and adoption of Local Fire and Building Ordinances.

The objective is to provide the attendee with the tools to find, understand, and apply Indiana’s Laws applicable to local building departments and 675 Indiana Administrative Code (IAC) - Rules (Codes) of the Fire Prevention and Building Safety Commission.  Additionally, the seminar will provide the attendee an understanding of Industrialized Building Systems, Mobile Structures and Manufactured Homes.

 

Instructor:  Richelle (Shelly) Wakefield, C.B.O.
 

Shelly is the Building Services Team Leader for Jacobi, Toombs and Lanz, Consulting Engineers.  Shelly has over 40 years’ experience in performing plan review and building inspections on commercial, industrial, multi-family and single-family dwellings, and serves as consultant to several jurisdictions in Indiana and Kentucky.

Shelly started her career in Building Code Enforcement with the City Columbus/Bartholomew County, Indiana on the front lines as a Permit Clerk (1978 to 1983).  Shelly was promoted by Herman Darlage, Building Commissioner City of Columbus/Bartholomew County, in 1983 to the position of Field Inspector.  Shelly remained a Field Inspector for the City of Columbus/Bartholomew County, Indiana until 1993.

Shelly went from the City of Columbus/Bartholomew County to the Office of the State Building Commissioner in 1993 as a State Field Inspector for various Counites in Southern Indiana . Shelly was promoted to Director of Building Code Enforcement in 1998 and remained in that position until 2005, and she then became the Director of Fire and Building Code Enforcement in the Indiana Department of Homeland Security from 2005 to 2010.  Shelly also served as Acting Building Law and Compliance (position formerly known as State Building Commissioner) 2008-2009 and Acting Director of the Plan Review Division 2005-2006.  Shelly was Manager of Technical Code Development in 2010, until her retirement in May of 2013.

Upon retirement from IDHS in May of 2013 Shelly joined Jacobi, Toombs and Lanz.


Registration Deadline:

The registration deadline is November 12, 2023 at 11:59 pm.  No registrations will be received after November 12 and no walk-ins will be allowed the day of the training.

After registration is successfully submitted a confirmation email will be sent to the email address entered during registration.


Cancellation Policy:
All cancellations must be received in writing no later than November 12, 2023 to avoid penalty.  All late cancellations and no shows will be billed $50.  Faxed cancellations must be verified they were received.  It is the responsibility of the registrant to make the verification.  Emergencies will be dealt with on an individual basis.


Attendance Notice Regarding Certificates/Funding: 

Indiana Association of Building Officials is committed to complying with the requirements of the Division of Fire and Building Safety, as they administer the education fund.

As Indiana Association of Building Officials submits the request for funding on behalf of the membership, IABO will not submit an attendee’s name who does NOT attend the entire class; failure to attend the entire class renders that attendee ineligible for funding.
