EDUCATION
Elevator Class
This inspector-focused course delivers in-depth training on Chapter 30 of the International Building Code (IBC) as adopted by the State of Indiana, concentrating on the inspection, enforcement, and compliance aspects of elevators, escalators, dumbwaiters, and other conveying systems. Designed specifically for building and state code enforcement officials, this course emphasizes the practical interpretation of code provisions, field inspection protocols, and coordination with elevator safety regulations and referenced standards including ASME A17.1 and NFPA 70.
Inspectors will learn how to evaluate construction documents, verify critical life safety components, and conduct inspections during installation, alteration, and modernization phases. Special attention is given to fire-resistance requirements, emergency systems, accessibility, machine spaces, and compliance verification for both new and existing conveyance equipment.
IRC - IRC Plan Review
This class will focus on residential plan review and will provide a procedure for reviewing residential plans and specifications based on chapters 1 through 10 of the 2018 International residential code “our 2020 IRC”
Commercial - IBC Penetrations, Joints and Dampers The IBC uses fire-resistive rated assemblies to protect the building’s structural system, to separate adjacent spaces within the building that are not compatible, or to separate and protect adjacent buildings. In addition, the code uses smoke-resistant assemblies to limit the spread of smoke within a building and the dangers it would create for the occupants. Any opening or penetration within the rated assemblies has the potential to reduce the assembly’s performance. This course will focus on the protection provided by dampers, penetration firestops and joint systems to ensure the building and occupants are adequately protected. including a look at the concepts, testing, and installation and where each of the systems is required by the code.
Commercial - Inspector Skills Class
This seminar addresses the necessary soft skills for success as an inspector, those non-technical traits and behaviors that enhance an inspector's ability to interact with others and to successfully carry out their job duties. These include people skills such as effective communication, diplomacy and customer service, but also include skills for problem solving, professionalism, integrity and time management. In addition to a solid understanding of the technical provisions of the codes, developing appropriate soft skills are essential in pursing the goal of safe, healthy and durable buildings for the community. Developed specifically for construction inspectors in all disciplines, the topics covered are equally important to all employees of public service agencies including permit technicians, plan reviewers, managers, building officials and fire code officials. The information is also beneficial for developing policies and procedures to promote consistent and fair inspection practices while improving communications and public relations.

Harold Clark Senior
MEP Inspector | Licensed Qualified Elevator Inspector (QEI / AHJ)
Harold Clark is a Senior MEP Inspector and U.S. Veteran with over two decades of specialized experience in engineering, construction, and facilities management. A Licensed Qualified Elevator Inspector (QEI/AHJ), Harold has performed extensive inspections and consulting work on modernization and alteration projects, particularly for high-profile GSA sites throughout Washington, D.C., and Maryland.
As an expert in elevator systems in accordance with Chapter 30 of the ICC International Building Code, Harold leads instruction on topics including general elevator terminology, hoistway construction, emergency operations, machine rooms, sump pumps, and fire service requirements.
Harold is known for his hands-on expertise in MEP systems—including HVAC, water, fire protection, and security—and for his leadership in quality assurance and control. He serves as a trusted liaison between contractors and clients, managing projects from commissioning through completion. In addition to teaching, Harold creates training videos and resources to support system and equipment operators. His approach combines technical precision with clear communication, making him a respected and results-driven educator in the field.
John M. Gibson, Jr., M.C.P., C.B.O., C.P.C.A., C.F.M.
John is a Technical Manager and Instructor for the International Code Council (ICC). A certified Master Code Professional and Certified Fire Marshal; he has forty (40) other certifications, including thirty- three (33) from the ICC. Having earned a B.S. in Engineering from the University of Delaware, he has also studied Architecture at Georgia Tech and completed courses in Emergency Management and Fire Prevention at the National Emergency Training Center. Formerly the Director of the Department of Permits and Inspections for Frederick County Maryland, he is an ICC Honorary Member, has served on the ICC- Evaluations Services (ICC- ES) Board of Directors, the ICC Code Correlating Committee, the Board of Directors for BOCA International, Inc., Maryland’s Governor’s Smart Code Strategy Group, Chaired the ICC Board for International Professional Standards and is an Honorary Member and Past President of the Maryland Building Officials Association. He currently teaches ICC administrative, building, residential, existing building, property maintenance, zoning, green building, wildland/urban interface, energy courses, and is a contract instructor at the Dept. of Homeland Security, United States Fire Administration, National Fire Academy, and Emmitsburg, MD. He received the ICC Educator of the Year award in 2010.
