    2020 Indiana Building Code: Chapter 34

    Course Description:

    The course will provide a tutorial of utilizing Chapter 34, IBC, as well as a thorough exploration of code applications to existing buildings, including maintenance, alterations, change of occupancy, and additions to existing buildings.  However, the course will also explore concepts affecting the application of accessibility, energy conservation, and other codes to existing buildings under a variety of conditions.  The course will include an extensive evaluation of change of occupancy of existing buildings, including the tutorial of utilizing Chapter 34 with specific examples.  Because of the broad scope and potential varied subjects of interest of this topic, attendees are encouraged to bring specific questions for discussion.

    Learning Objectives:

    • Gain a greater understanding of the application of Chapter 34, IBC, as it applies to a change of occupancy in an existing building
    • Gain a greater understanding of the distinctions between maintenance, alteration, and change of occupancy of existing buildings
    • Gain a greater understanding of how specific scopes of alteration impact the manner in which codes are applied to existing buildings
    • Gain a greater understanding of how basic fire protection system requirements in the building code may apply to different scopes of construction or alteration in an existing building
    • Gain a greater understanding of the code impact of additions to existing buildings


     

    Instructor: Edwin L. Rensink

    Mr. Rensink has over 35 years of private sector experience in building code consulting using the various national model codes as well as the National Fire Protection Association Fire Codes.  He has served as code consultant for a diverse range of projects involving nearly every type of building use.  He is a founding principal of RTM Consultants.

    Mr. Rensink has also developed numerous building code training programs for Architects, Engineers, and other clients, which he conducts throughout the State of Indiana.  These include registered AIA/CES programs providing continuing education credits to Architects.  He has also served as a faculty member in the Purdue University Building Construction Management program's extension office in Indianapolis and is a member of the International Code Council.  Mr. Rensink attended Indiana University, School of Arts & Sciences and Purdue University at Indianapolis, School of Engineering & Technology.

    Mr. Rensink was previously employed with the Indiana Department of Fire and Building Services as a senior code review official, reviewing building plans for the State Building Commissioner and the State Fire Marshal.  Additional responsibilities included instructing in the IUPUI Fire and Building Code Technology Program.


    Registration Deadline:

    The registration deadline is July 12, 2026 at 11:59 pm.  No registrations will be received after July 12 and no walk-ins will be allowed the day of the training.

    After registration is successfully submitted a confirmation email will be sent to the email address entered during registration.


    Cancellation Policy:
    All cancellations must be received in writing no later than July 12, 2026 to avoid penalty.  All late cancellations and no shows will be billed $50.  Faxed cancellations must be verified they were received.  It is the responsibility of the registrant to make the verification.  Emergencies will be dealt with on an individual basis.

    Indiana Association of Building Officials is committed to complying with the requirements of the Division of Fire and Building Safety, as they administer the education fund.

    As Indiana Association of Building Officials submits the request for funding on behalf of the membership, IABO will not submit an attendee’s name who does NOT attend the entire class; failure to attend the entire class renders that attendee ineligible for funding.

    Course Description:

    The course is a broad overview of the National Flood Insurance Program (NFIP).  We will cover many aspects of the NFIP and floodplain management.  We will also cover DNR websites and tools in some detail so users will better understand the information they can obtain there.  The session will also include exercises that go through map reading and permitting under the NFIP.  This class will cover the basics of what you need to know to run a successful floodplain management program in your local community.

    This class meets the floodplain administrator training requirement in IC 14-28-3-7.2. It will also offer continuing education credits (CECs) for Certified Floodplain Managers (CFM) and Professional Engineers (PE).


     

    Instructors:  

    Doug Wagner
    Doug Wagner spent his earlier career in the construction business as a custom home builder. Since January 2014, he has worked as a local building inspector, floodplain administrator, and zoning administrator. He completed the L273 Managing Floodplain Development Through the National Flood Insurance Program in August 2014 and earned his Certified Floodplain Manager certificate in September 2014. Doug joined the Department of Natural Resources in November of 2018. In his current role, State NFIP Coordinator, Doug is the primary liaison between FEMA and Indiana with all matters regarding the National Flood Insurance Program.

    Brendan Housel
    Brendan Housel has served as a regional planner with DNR’s Floodplain Management Section since January of 2025. He previously worked part-time for the Compliance Section while attending Indiana University, Indianapolis. Brendan obtained his B.S. in Environmental Science in December 2024. As a regional planner he has been responsible for conducting community evaluations and providing guidance to local officials about the National Flood Insurance Program.
